Pied Paddy Skimmer is from species of Dragon Flies. The biological name for this Odonate is Neurothemis Tullia. The male is black in color as shown in picture.
The fly has four wings, Black color touches the body followed by white tinge. The remaining part of the wing is transparent with black strip on the edge.
